MLUPY — Mukhyamantri Laghu Udyog Protsahan Yojana

MLUPY is Rajasthan’s most directly beneficial scheme for small MSME borrowers — and the one that most business owners miss because it requires a separate application alongside the bank loan.

MLUPY was launched to encourage and improve establishments and to increase employment in Rajasthan. The Rajasthan state government bears interest of up to 8% on the amount financed by banks to eligible businesses. Both term loans and credit facilities (CC/OD limits) are eligible.

Loan structure requirements:

Manufacturing/service: Term loan minimum 60% of project cost, working capital maximum 40%. Expansion: Term loan minimum 25%, working capital maximum 75%.

Collateral: Not required for loans up to Rs.10 lakh. Above Rs.10 lakh — as per bank requirement. CGTMSE can cover the collateral gap.

Who is NOT eligible:

A person whose family member has been benefited from any employment generation scheme of central/state government in the last 5 years. A person whose family member has defaulted to any bank. Family = husband, wife, minor children.

Negative list: Meat, alcohol, tobacco products, explosive products, non-recyclable polythene.

Apply through sso.rajasthan.gov.in — go to Citizen App → MLUPY icon. The bank processes the loan. MLUPY interest subsidy is claimed separately through the SSO portal after loan disbursement.


RIPS 2024 — Rajasthan Investment Promotion Scheme

RIPS 2024 (notified October 8, 2024 — valid to March 31, 2029) is Rajasthan’s flagship investment incentive framework. It is a three-tier structure: Tier-1 standard packages, Tier-2 state-priority add-ons, and Tier-3 customised packages for very large investors. For most MSMEs — Tier-1 is what matters.

RIPS 2024 area categories:

RIPS 2024 has three area categories. Category 1 — industrially developed areas (Jaipur, Jodhpur, Kota, Alwar metro areas) — standard Tier-1 benefits. Category 2 — semi-developed areas — enhanced benefits. Category 3 — less developed backward regions — highest benefits. MSMEs in Category 3 get additional interest subsidy under the MSME Policy 2024 on top of RIPS 2024 benefits.

Additional interest subsidy under MSME Policy 2024 (Category 3):

Category 3 includes Barmer, Jaisalmer, Sirohi, Rajsamand (partial), Dungarpur, Banswara, Pratapgarh, Karauli, and other backward districts. RFC — Rajasthan Financial Corporation Loans

RFC (Rajasthan Financial Corporation) is Rajasthan’s own state-level industrial finance institution — providing term loans directly to MSMEs at competitive rates.

RFC provides easy-access loans to MSMEs for new ventures, expansion, and modernization. Interest rates are between 9.75-11.5% per annum. Financing covers land, machinery, technology upgradation, and working capital.

MNSUPY — Mukhyamantri Nari Shakti Udyam Protsahan Yojana:

MNSUPY is Rajasthan’s dedicated scheme for women entrepreneurs — providing capital subsidy, interest subsidy, and access to finance specifically for women-led businesses.

Who qualifies: Women entrepreneurs in Rajasthan — manufacturing or service sector. Udyam Registration mandatory. Apply through nearest DIC office.
